The City and Public Works provided some feedback. Here is a summary:

  • No city rules deal specifically with Little Free Libraries, but generally nothing can be installed on or over the ROW. (The City Right-Of-Way (ROW) basically includes the street, curb, parkway, sidewalk, and generally 1’ of lawn from the sidewalk edge to the property line.)
  • The Little Free Library would have to be entirely on private property and not encroach on or over the ROW, including any overhang.
  • The post can be installed within the utility easement.  The owner should know that if any work was ever needed on any utility, the utility company would not be responsible for protecting or replacing the structure.
  • The owner should call JULIE to locate all utilities before any digging is done.
  • If the Little Free Library is to be placed near a corner, make sure it’s out of the sight triangle, so as not to block visibility of pedestrians, or other modes of transportation.
  • “Sight triangle” shall mean a triangular-shaped portion of land at each street intersection corner. The sight triangle shall be established by measuring thirty-five (35) feet along the right-of-way boundaries at each intersection corner to create two (2) sides and the third side by drawing a line from the two (2) end points.
